David Forney has over 45 years of successful experience in public health management improving the effectiveness and efficiency of the global cruise line industry.  His leadership role, as Chief of the United States Public Health, Vessel Sanitation Program (VSP) along with his own management success in the private sector, combine to bring a studied approach to the development of shipboard safety standards and best practices, globally. His consulting expertise includes public health assessments, construction and operational plan reviews and cruise sector training. David has been involved in responses to outbreaks of gastrointestinal illness on cruise vessels, such as those caused by Norovirus. Of particular note is the fact that during his tenure as Chief of the VSP, David coordinated un-announced sanitation inspections of over 200 cruise ships per year.

David managed the development of the VSP Operations Manual 2000 and 2005, two revisions of the “Construction Manual”, and was instrumental in leading the cruise line industry in their response to potential public health threats such as SARS and Norovirus.  While serving as Senior Public Health Advisor with the U.S. Centers for Disease Control and Prevention, he was involved with a variety of public health programs ranging from STD Control and Prevention to conducting health studies around hazardous waste sites. He served a tour of duty in Bangladesh with the World Health Organization in their Smallpox Eradication Program and assisted Ministries and Commissions around the world on policies and regulations for national public health initiatives.
